Default Video Editing

Right!
Apologies if this question has been asked in advance, but I tried looking & couldn't see so...
Can you edit video in Pro Tools version 10.3.7? Can you cut/copy/paste?
Or do you need HD or CPTK kit?
My pal has asked this question as well, but he's still using 7.4.2 (says if it's not broken, don't fix it... up to him)

You need HD or CPTK.
