Default Elastic time

I saw tutorial vid a couple of weeks ago showing a section of a track being highlighted and then manipulated with the cursor to change the phrasing of a vocal take...Is this a plug in and does it come with PT9? Thanks )

Elastic Audio has been a feature of ALL versions of Pro Tools since 7.4.
