PTF 12.3.1 Windows 10 Elastic Audio.aaxplugin could not be loaded

New install for the first time on Windows 10 with PTF 12.3.1 64 bit and I get this error when at the start when its scanning the Plug-ins.

Fatal Error c\Program Files\Avid\Pro Tools First\System Plug-ins\Elastic Audio.aaxplugin\Content\x64\Elastic Audio.aaxplugin could not be loaded.

Error details:

Import DLL iZotope_Radius_XForm_x64.dll cannot be loaded.

I do have a file file named C:\Program Files\Avid\Pro Tools First\System Plug-Ins\Elastic Audio.aaxplugin\Contents\x64\Elastic Audio.aaxplugin and there is a file name iZotope_Radius_XForm_x64.dll.

If I say OK then it says:
The following plug-ins failed to load because they are not valid 64 bit AAX plug-ins:

Elastic Audio.aaxplugin

It ask me to move then to the unused folder, but I am saying no for now.

Then it continues and says Welcome to Pro Tools First. Be sure to have the proper audio device selected. I press OK.

Then I get AAE error -6117 was encounter.

Appreciate any suggestions, thanks.

Note: I fixed the -6117 be disabling my playback and recording devices. But I am still getting this plugin loading error.

Typically that is a bum install or bad download. Uninstall PT, re download the installer from Avid, re install.

Already did a new download/install, same result...
Also tried the elastic fix zip, but than I got an error that it is not a 64bit dll and elastic was removed completely.
At least now PTF starts... (without elastic)
