Default Conform to tempo

I have not well understood the differences between the action of a "Conform to tempo" commaand and a normal changement of time on an elastic audio-enabled tick-based track; the changement of tempo will take place with this command also if I have'nt switched the timebase from sample- to tick-based? Please explain this to me. Thanks niky
