Default samples vs. ms for plug-ins?

How many samples are in a ms? For example, if the delay of the Rennaisance Compressor is 66 samples, how many milliseconds is that?

At 44.1ks/s
66 samples => 1.37500000 msec.
1 sample => 0.02083333 msec.

At 48ks/s,
66 samples => 1.49659864 msec.
1 samples => 0.02267574 msec.
