Plugin Favorites Bug

This has turned into a long time issue for me and I can't solve it. I can't seem to narrow it down to one particular plugin, and sometimes this happens and other times it doesn't.

I've tried clearing the favorites list and starting fresh and it always comes back.

The problem is that quite often, I select a plugin in my little list of favorites and the plugin I select is not the one that gets loaded. I have to select one or two plugins down for the desired plugin to be loaded.

Has anybody seen this or know of a solution?
