Default 12.3 video speed problem

I installed 12.3 today and to my horror, 23.976 video plays back way too fast, maybe at 29.97. The audio seems to be fine, but the video rapidly gets ahead and out of sync (picture drifts early). I trashed the prefs and did the usual voodoo, but the problem persists.

I have a mix session tomorrow, so I might need to downgrade back to 12.2. Is that possible? Is this a bug in 12.3? Or is there something I can do to fix it?

I contacted Avid support and even though the website says that all 6 of our systems have active ExpertPlus support, Avid's automated system didn't recognize ANY of our system IDs! Very frustrating!

I'm trying to downgrade back to 12.2, but 12.2 doesn't show up in the download links - only 12.3 and 12.0, and older versions.

So now I guess I'll download 12.0 and install that, though I remember 12.0 had quite a few bugs, and there seems to be no way to upgrade it to 12.2, so I'm pretty sure I'm wasting my time. Very frustrating!

It turns out there is no 12.0 download either - the 12.0 downloads are just for the AIR instruments and effects. So I'm back to 11.3.2. Hopefully it'll work!

Not sure if they're related, but I'm also having a 12.3 issue with a post session with video at 23.976. Mine's just not playing at all. Every other session I have (audio only) work without issue. I can open the video session, and its fine as long as I don't try to play. As soon as I try to start playback, I get a message that says Pro Tools cannot initialize the ZenStudio ASIO audio device or device driver, something to that effect.

I've trashed prefs, uninstalled/reinstalled Pro Tools, followed that error message down a rabbit hole that didn't resolve anything, tried it with GPU Enabled/Disabled, nothing. The only thing that worked was creating a new session, and importing session data. When I did this, the new session was perfect for the two hours I worked on it. Saved, when I came back the next day, my new session now has the same error.

Now I'm trying re-encoding from H264 to DNxHD36, as some said that H264 can be problematic with Pro Tools. The session plays just fine on my Mac, its my main Windows 7 machine that has the issue, which is why I suspect some codec issue.
