Can’t change playback engine

I’m running Protools 2018 on Windows and am trying to do two things- play recorded audio without being connected to my Focusrite interface, and also playback audio over Zoom to meeting attendees. BUT, when I go to select a different playback engine, there is no drop down- I can only select my interface. So what am I missing?
