Default Digi 002 digital I/O not functional, please help

I'm using LE 6.0.2 on a G4 with dual 1.42 processors and OSx and my inputs, both optical and RCA, have nasty nasty noise on them. My outputs, although everything is configured properly and my outboard gear has been tested to confirm they are functioning, are not passing signal. What am I doing wrong, or is there a known problem/solution for this, any help would be appreciated, thanks in advance
