Default Video offset in Pro Tools 12.8.3

Hi guys , cannot find a straight answer for this one .
Do I still need a video offset in Pro Tools 12.8.3? I always used 12 quarter frames on previous versions.

12? Hmm Seems excessive to me. I only used like 3 quarter frames at most.

I'll see what I can find out, but never saw that much of an offset posted.
