Default Digi confusing an already confusing issue..

In Pro-Tools 8, when I bounce to disk and set the sample rate to 48048, it says that I'm selecting 0.1% DOWN (FILM to NTSC)... shouldn't this say "UP"

but when I export the same region and select 48048, it says that I'm selecting 0.1% UP (NTSC TO FILM)...shouldn't this say "(FILM to NTSC)"

This sounds right to me, slowing your mix DOWN with an assumption that your bounced files will ultimately be played at 48kHz

Hmmm, that sounds like a text mistake, a bug. I think it should read the same as when bouncing to disk.

This has always confused me as well. I have reported this anomaly to Digi some time back. It is the same in Film to PAL and PAL to film. I deal with it so rarely that it has not been on my radar for some time.
