I suspect that for HDX systems this DSL will be using regular IO inserts as a way of using Waves DSP plugins with low latency. That seems like a terrible idea.

yes true,
but UA markets there system as a way to get more processing to your system.
like if you used rtas on an older cpu and really need more go juice and plugs.
plus there product is scalable, there is a affordable solution to fit your need. when I first read about the UA product they were not touted as dsp replacements for TDM , rather a boost of performance to a rig that needs it.
if waves made a satellite system for there stuff on a more affordable level and not just the all inclusive even if you don't need it concept. honestly the merc bundle is only 3000 now for native. take the tdm bundle sell it , sell your old cpu , buy a new cpu , sound grid does not make financial sense to me no matter how i think about it. maybe if it was a lot cheaper
