You can buy it here and someone answered an installation question here that may be useful.

When is Pro Tools going to get this together?
The last time there was a major OSX version release, official support with Pro Tools was announced less than 2 months later. Mac OS X Mountain Lion (10.8) was released on July 25, 2012 and Pro Tools 10.3 (with support for Mountain Lion) was released on September 13, 2012.

Its almost been a year since Mavericks release.
The actual shipping release was 2 weeks ago today, when we posted this:
Sticky: Important Mac OS X 10.9 (Mavericks) Information

I am a real musician. Anyone feel me?
I'm a trombone player, does that count? I like to think so, but not everyone does.

Just making a trombone joke...I do understand your position. I don't think the wait will be that long for official support of Mavericks, based on recent history where qualification time has improved. The known issues in the Knowledge Base article linked above may or may not be show stoppers for you. If they are, there appear to be options available to use Mountain Lion in the meantime.

Avoid Mavericks until 11.1 comes out.

Exponential Audio is warning PT users not to upgrade.

Audio Damage is as well here:

Favorite quote from Chris (Audio Damage) that sums things up perfectly and should be made a sticky here on the DUC:

Quote:
If you want to dick around with crashes and strange performance, and some plugs not working, by all means, update. If you have a show coming up, or are in the middle of a project, and you update, you're stupid, and I don't want to be your friend. You deserve all the problems you're having.

OMG that's Hilarious !!!! Obviously within reason b/c a spare drive with properly imaged backups should be cool but that sums it up from a developers point I'm sure
