Default 2018.3.1 crashes on startup

The new update crashes when I select a project and try to load it. What is wrong?

Do a clean install

I reinstalled after the first few times it happened . I' not sure what you mean by a clean install.

Uninstall Pro Tools completely, clean preferences and databases, use CCleaner or whatever your OS uses to clean the registry, restart the computer and install Pro Tools again. Restart again...
You don't have to reinstall your plugins.

had my first crash with 2018.3 startup today.. it got locked at "loading control surfaces".. only thing plugged into the laptop is a nanokey.

Waited 10 minutes then had to force quit. Seems ok now.

You are using the Run as Administrator option for your installs, yes?
