OS9 5.3 to OSx 6.4

A friend is running os9 5.3 on his digi 001. He wants to go to the 6.4 like me on osx. Can he use the 6.4 upgrade cd? I think he needs a full version of osx 6.0 before he can use the upgrade right? He's on jaguar 10.3. If anyone knows what software he needs to buy or download...we'd be most grateful.
