It's French : Plus ca change ,plus ce la meme chose -supposed to have weird little squiggle on the bottom of the "C" in ca and ce to denote a "soft" c so pronounced Plew sah change, plew say la mem shoze. Some famous quote by someone in history that I'm too dum to remember
