Hello. I'd like to know if a Focusrite Scarlett 616 interface is compatible with Pro Tools 2019

Yes.

But if new you mean the 8i6 that replaced the 6i6?

It's not Pro Tools compatibility you should worry about--it is the compatibility with the operating system. The interface vendor provided device drivers that support that OS, and how good the vendor is about timely releases for new OS support, driver quality and providing support in general.

The Focusrite current drivers support Mojave. They have a version checker on their website you should look at. I'd give Focusrite a middle score for driver quality and support in general.

Overall a decent choice at that price range.
