Default Bouncing a loop to 11k mp3

I have a tiny looped section that will bounce to .wav just fine. When I try to bounce to 11k mp3 though, it is a different length every time. How do I get around this? I am making sounds for a video game and this one is the slot machine spinning loop. It will be for mobile phones. The developer wants this delivered as a WAV file so they can downsample to different specs. So I actually need to bounce a wav file that will always downsample perfectly. Is this possible???? Is PT7.3 adding uneeded data for the smaller files?

pro tools does add during the session to mp3 conversion. use itunes.

Actually it's the codec that determines how much space it added and, unless I'm mistaken, this occurs in iTunes as well. I have yet to see an MP3 codec that doesn't add at least a few samples at the beginning of the file.

It's likely the developer uses a codec which will downsample the way they need it to and delivering a standard WAV file is all you need to do.
