Default -9514 error on PT10 HD2 system

I just bought a new Dell T7500 with all the "qualified" specs. I still get a -9514 error when starting up Pro Tools 10 HD2 system. If I revert back to 9 it works perfect, bought I bought 10 and an HDX card (not installed until update) and obviously would like it to work.

I thought it was just me not having a qualified system before but now I'm playing by Avid's rules and still no luck...

All that's installed is Pro Tools 10 HD, Waves, Speakerphone, Sound Toys, TL Space, and Sound Forge.

It booted up fine the first time (like it did on the old system) but after a reboot all I can ever get is a -9514 unless I uninstall and re-install...every time.

I delete the prefs like the error message suggests but still no luck. What does this error mean and why is it particular to 10?

Would really appreciate any advice. ;/
