Current Pro Tools Ultimate Upgrade Promo

Hello! Just received an email today boasting a 33% Perpetual license upgrade savings. Towards the bottom of the email there was this disclosure “ Pro Tools | HD 9–11 perpetual license owners can upgrade through your local reseller only.”

Any Avid reps here explain why these older versions are being directed to retail stores? Is it due to outdated hardware?
