How do you bank tracks on 003 properly?

Every time I bank or nudge tracks using the 4-way selector on my 003 factory, my timeline insertion automatically scrolls to the start of the session! If I leave it on "Nudge" or "Bank" and I click ANYWHERE in the edit window, the marker scrolls back to start and wont stay! I can't make any selections or anything, I don't understand... I can't find any setting or prefference anywhere that will stop causing this to happen. Is my 003 factory just busted, or am I out of my mind?
