Default Does HD compensate for latency

I have Pro Tools LE, so I'm pretty HD illiterate. I know an HD rig compensates for plug-in latency, but does it compensate for outboard latency(running A/D/A/D)?

It's explained in excruciating detail within the Pro Tools Reference guide, available for download by following the links at the top of this page. Have fun reading.
