Default Midi not working in Pro Tools 11

I can’t get midi to work in Pro Tools 11 since I upgraded to windows 10. I’m not getting any signal at all when I create an instrument track or midi track. This seems to be a Pro Tools issue because I am able to get midi to work in Reason 8.3 perfectly fine. When I run Reason through Pro Tools 11 via rewire I can hear the audio when I create an instrument in Reason. However, no midi data is being picked up in Pro Tools.

Any help would be greatly appreciated. Here’s some additional info:

I am using a Focusrite Scarlett 18i20- The interface does not seem to be the issue as I can use it with Reason and get a midi signal like normal.

Once again, since I can run Reason with normal midi operation the midi wires, connections and keyboard controller (Fatar Studio 90) do not appear to be the issue.

I made sure to download all of the latest updates for windows 10 and I am running Pro Tools 11.3.1. I also made sure to look at the midi setup in Pro Tools and under input devices the Scarlett is there and checked. Under the midi studio setup my keyboard is there.

I spoke with the people at Focusrite and they were able to remote in to my computer to get a better look but, unfortunately, they were unable to solve the problem.

My system specs are in the report below.

Update: I completely uninstalled Pro Tools and all of its components. I then reinstalled Pro Tools 11 and midi was fully functional again.
