Pro Tools working from one account not the other is usually a sign of corrupt preferences on the account not working. And the first step ever of troubleshooting Pro Tools is to try trashing prefs. Have you done that...for the account having problems?

If you have done that it may be that whole account is corrupt in bad ways. Create another new admin account and see if Pro Tools runs from there, if that works try migrating what you need to that new account, avoid moving stuff over in the bad user account hidden ~/Library folder.

Just make sure you trashed prefs for that account having problems, and followed the correct pref trashing steps... ideally use Peter Gates' utility as that user with problems.
