Default Audio Import Bug

V 11.2.1 HD

Create a 16 bit 44.1 session
Import a 24 Bit file 44.1
File does NOT get converted to 16 bit

work around consolidate the file then the consolidated file is 16 bit
it should be converted to 16 upon import
