I did see that list earlier. But does that mean that PT 10.3.7 works only on Mountain Lion? Not on High Sierra?

Yes, that is what it says. For High Sierra you need PT version 12.8.3 thru 2020.12

With the support plan you get access to all versions since 12.6 until your plan lapses after 12mth of not renewing. The license has a date written into it.

No. You get instantly access to versions 12.6 thru current, and after the purchase day any update released within 12mth time. Perpetual license means it will not stop working, but after the date newer versions will not authorize unless you renew the plaan, which gives your license a new date.

No that would be a subscription, with a perpetual license support/update plan you get new updates, when the plan expires you stop getting new updates and everything you have up to that date just keeps running. If later you want to update again you can buy another update plan.
