Default Moving a Clip to/by a Specific Time

When I open a clip's info, it won't let me alter the time. For example, if I highlight the millisecond value, I can't enter another number of my choosing. The only way I can move the clip is by selecting the hand icon and moving it with the mouse. This method isn't very accurate, especially when attempting small moves.

I've been messing around with duplicating a guitar track, panning one hard left and one hard right and then moving one around 10ms ahead. If it's not shifted by the perfect amount it either doesn't sound uniform or creates a weird sounding delay effect.

Being able to enter in a number would be much easier, How do you do this? Thanks.

In the upper left hand corner, put it in Spot mode. Make sure you have the Smart Tool engaged, and click in the lower half of your clip. You'll get a window that lets you place the clip at a certain spot on the timeline. You can type in your numbers.

Also make sure you are in min/secs instead of samples.
