I'm sorry to hear that it didn't solve your problem. The silver lining is that RX 7 is a significant sonic upgrade over RX 4. All of the modules have improved performance and sonics and there are new modules based on AI/machine learning, like Dialog Isolate, which can do some pretty amazing things!

Were you able to try the suggestion I posted? Hopefully that works like it did for my GUI issue with the cursor being ahead of the audio during playback.
Might be the same thing with the meters if they are ahead.

I bet the plugins are BEFORE delay compensation, so they are acting on audio that you haven't heard yet. I'm not sure I see any reason for this to be an issue, other than it might bug some people. As long as meter readings are normal(and not clipped), I wouldn't worry

Yes, I tried changing buffer settings and nothing changed.

It's the compression gain reduction meters that were bugging me. Guess I will have to use my ears instead!

Bingo! Every time I use the Kleinghaim Mjuc (or whatever it’s called) compressor I use my ears. It starts to compress before the needle moves and the readings are incorrect. The needle shows half the amount of compression applied.

I'm betting albee1952 is on the money here. Go to your mix window and enable the delay compensation view and look to see if your master / stereo bus is showing red delay compensation values. If it is, then your delay compensation can't go high enough to compensate for your most latent plugin chain, so the visuals you see on the meters appear earlier than the audio you're hearing. Its highly likely the iZotope plugins are contributing to this. I use them all the time and they always push my master bus out of the delay compensation zone.
I've adapted to mixing this way, but it's not the most practical way if you're into reading meters.
FWIW I wouldn't ever use iZotope RX live in a session, it has massive latency. Try freezing or using Audiosuite once you have the settings.
