the one that allows you to control the volume of each channel independantly on a stereo track?

Not sure of a specific one, but you could use several plugs in multi-mono mode (EQ3 comes to mind) and turn off the channel link and adjust each side independently.

Maybe I'm missing something here but... what's wrong with simply using the balance ('pan') sliders?

well, say i have a guitar with stereo delay to 2 separate amps. pan on left, one right, but one i want significantly less volume. i know i could use two mono tracks, but with the MPT, a stereo track only counts as one track. two mono tracks count as two.

few different ways,

1) use an eq plug like CME suggested.

2) create 2 mono aux tracks, put an aux send on your stereo track, make the send pre-fader, mute the stereo track, set one of the aux's inputs to the left channel of the send and the other aux's input to the right channel of the send, adjust the aux's volume.

3) split the track to two mono tracks (pan them left and right), adjust the volume of the one channel that needs to be lower, bounce those two tracks into a multiple mono sub mix on a new stereo track, make the two mono tracks inactive. That way the mono tracks aren't eating up your track count but if you had to edit them more later you could by making them active, editing, then bouncing again.

Hope this helps.
