Default Buffer Increase will not stay

What am I doing wrong? I know I need to increase buffer size. I go to control increase buffer size but when PT opens it goes back to previous setting.

How to I lock increase in? or how to increase(if possible) when pro tools is open?

I am stuck with a lot of noise.
