Does PT 11 Bundle w/ 11rack come with support?

Bought PT 11 as a part of the bundle with eleven rack because SW sales rep said it was the same thing. i was going to buy the full version by itself but they said it was the same thing so why not get the eleven rack too.
Does this come with the 1 year support so that I can upgrade to PT 12 without paying again?

No, it does not. You will need to pay $199 to get the support plan and free upgrades for a year. What you have is just the normal PT11 permanent license.

However, if you have not yet registered it, what you can do is wait until PT12 is released (probably this month). Once it is released, you can register the activation code, and you will get whatever version is current at the time, which would be PT12. You would still get no support plan or free upgrades, but you would at least get PT12.
