Not to mention the DigiDesign HD systems where entry level price for HD license was 10k. License and hardware could not be separated until Avid PT9.

If you have money to spare, you can always try to buy the Carbon system and sell the hardware without license.

Yes Carbon is one approach but it is more expensive than an Ultimate license ever was.

On reinstatements- I hope they remain, but they did disappear once, so who knows for sure?
