What is this thing, and can I get rid of it?
I usually have to click on the timeline two or three times before the playback marker will land on the place I click. Most of the time this little thing goes there instead. It's getting annoying. Can it be turned off? Thanks for your help!

You have Unlinked the Timeline and Edit Selections. Just relink them by clicking on the "button" to the right of the a/z Commands Focus "button" above the timeline. For an explanation of what Linking and Unlinking the Timeline and Edit Selections does, see page 396 in the 7.3 Reference Manual.
Unlinking the Timeline and Edit Selection is handy if you want to define a Play Range and have it remain defined while you edit somewhere else in the session. Cheers,
