Hooooorraayyyy!!!!!
The remote session fixed the issue.
PT 2019.10 successfully installed and tested.
So now, this is what the technician told me:
I first had to deinstall PT 2019.6, which had been broken, and then run the installation of PT 2019.10 with running "setup" as administrator.
It took a while, but it worked.
Please anyone who encounters the same issue as I, try this and communicate your result here.

Hi.

When the commit is complete, the release takes time. 19.6 was faster.

On Windows 10 1909 and PT 2019.10 is working fine here.

Just updated on my home workstation:
macOS 10.14.6 (Hackintosh)
Z97 i5 4690K
24GB RAM

First impression is that system usage is still unreasonably high but overall the UI is a little more responsive.
