He meant Ilok License Manager. Forget appman as it is not the issue here.

If you have this problem later today and Avid hasn’t contacted you just call my cell as I am in stockholm so maybe we can figure this out. You can call anytime as we are tracking vocals and grand pianos.

Yes too much info here and sorry for my segways . Ilok application manager i mean. We are talking about ilok so i just was referring to that in context .

When I have had this issue, (and I have) I turned off TLC and started Pro Tools. Then I closed Pro Tools and re-initiated TLC. This has solved the issue here.

half-way for me. With TLC turned off, then PT starts.Closing PT and Turning on TLC again, same-same again PT will not start due to above-mentioned TLC procedure.

Does your saying "re-insitiate TLC" mean anything more complicated than just turning it ON again. ?

No. I did only what I described. FWIW, I'm on Win 10 with HDX, and the last time it happened here, it was on an older version of ILM. Try restarting the computer a couple of times.
