Default Help with getting to .cpt format

I have had the opportunity to do a stereo mix for a short film for a local university and they would like to get the audio delivered in a .cpt format for an HD version of the film. They are using DVD Studio Pro to make the HD DVD. After doing a research for about an hour through Google, I have not been able to find out how you would get a stereo mix to .cpt format. I understand that it is a compact version of DTS and it looks like you would need to purchase this: http://www.dtsonline.com/pro-audio/ to even encode into the DTS format. But it doesn't say anything about being able to get to .cpt with that encoding software. I own Sound Forge for Mastering which doesn't look like it supports DTS. Are there mastering programs that encode in DTS formats, including .cpt.

Also, when you deliver audio for movies, do you take the responsibility to encode to the DTS, AC3 formats that are desired for the movies or do the pictures studios usually handle the formats?

Any information you can give me would be greatly appreciated.

Is nobody preparing audio for HD film? Maybe the .cpt format is just a format nobody but DVD Studio Pro uses.

I am also wondering. Does all audio that goes on HD DVD's have to be DTS? Or are there other formats accepted?
