Default why external vu meter/ plug-in vu meter differ?

Hi,

I am using external VU reference meter, RMU25.
I did calibration as a reference level 20 for external vu meter.

Also, I used plugin Bomb Facotry's meter bridge and set calibration level at -20.

The indicating levels of both signal test with sine wave were perfectly same.

However,
when I playback audio, Bomb factory one indicates higher level than external.
(tried both music and voice/ rms and peak)

I don't know why they indicate different levels.
As I know, all VU meters follow a standard level.

Does anyone know the reason?
If it is reasonably right, what do I need to do to make them at the same level?

all BF meter plugs are broken, have been from day 1

Broke as in out of cal or broke like not usable b/c of random errant levels?

the two most accurate vu meters i seen for ptools
are the free psp vintage meter
(but broken on macs since intel),

or the pay for (but worth it)
metering on the slate fg-x.

both will track like analog boards/decks.

Do you mean there should not have any diffrence?
The problem is just cuz of the BF meter.. isn't it?

-3 difference on the Bomb Factory.

So -3 on the BF is 0 vu on most good meters ??? Just checking

-3 is what I constantly seem to get with ITB VU meters (Bomb Factory, PAZ and VMeters), unless I run them with a K weighting setup. (Google Bob Katz for more info on that).
The inbuilt phasescope has a VU setting which shows -20tone as 0VU, but the ballistics are crazy when it comes to audio program, (Meters about 3db hotter than K system).
