Default Should my 003 take this long to respond?

In my ongoing quest to figure out what is not working exactly right in my new computer system (i7 920, 6gigs ram, 3 hard drives for OS, audio, and samples, 512 meg video card, XP, PT7.4cs10), I am not having much luck. I have found that certain things just are not working well. After Effects can't play back video smoothly, I get random crashes in Reaper, and ProTools just seems a bit sluggish on a regular basis. Two very specific things, though, are giving me some pause right now:

1 - I can't even get a video to play within PT witha buffer below 512. If I put the buffer any lower, it stops within a quarter of a second with a buffer error.

2 - When I close a PT session, it takes about 5 seconds for a closing screen to come up where it shows that it is closing some of the plugins, and then another 5-8 seconds for the program to close and disengage from the 003. I notice a similar thing when using Reaper, anytime I go into a menu where it adjusts the ASIO properties, it takes 5-10 seconds for that menu to pop up. While it is waiting, the connection light on the 003 will turn off during that time, and when it pops back on, the menu opens up.

Is this normal, or is this possibly pointing to what my reliability and performance problem may be?

It sounds a little sluggish but PT closing never just snaps from an open session. Reaper, on the other hand is pretty quick.
