Plug-Ins Bypass

Last nite i was noticing when i insert a plug -in it will go into by-pass mode and will was not able to activate it ,on a recorded track the plug-in works fine,what am i missing here?

Native/RTAS plugs do that, always have on DSP systems.

Usually if I put a DSP plug in front of a native plug I get control.
