Many times discussed here.
In general it's true as there are only 3 controls and they must be precised mathematically - Freq, Q Factor, Gain. Many talks are about the filters slope too. EQ's are the same and the same sound can be achieved if their versatility can allow this. Some EQ's have not wide / nerro enough Q factor or Gain limitation to 6, 12, 24 dB A different story when saturation plugin is built in EQ McDSP Filterbank (called analog curve), SoundToys Filterfreak, Renaisance EQ e.t.c
