Default Can Change IRQ settings in Bios Can\'t From within XP PRO

I have changed the IRQ settings in Bios so that my digi001 has IRQ 9 however after doing a clean reboot XP pro assigns it to IRQ 18 no good I am getting CPU power problems and holding of interrupts to long errors. I have gone into System>hardware>devicemanager and the 001 is greyed out as far as being able to change its IRQ number any help would be awesome. Here is my system.

AMD Athlon XP1800+
gigabyte GA-7VAXP
Promise Raid enabled using two IBM deskstars striped
1 Gig of Samsung PC2600 ram. Please help I really need my system running smooth. Thanks
