Default Pro Tools 11 Digi 003 Low Latency Monitoring Issue

I have encountered an intermittent problem using low latency monitoring in Pro Tools 11. When I go into Low Latency Monitoring mode, my main monitor output is muted so that the engineer or headphone feed can't hear anything. If I go out of low latency monitoring, audio is then audible.

According to Pro Tools help, this is customary behaviour for Core Audio or ASIO hardware that don't have a built in mixer but not for the 003 Rack.

Any help would be appreciated
