Default 2021.3 firmware no options (HD Native)

I can't start protools without "updating firmware". Using a Burlb80 digilink for my interface. If I hit cancel I simply can't use protools, if I hit update it sits on "updating card 1" for over 30 min now. Any solutions?

What’s your system?
5,1 Mojave HDX here. Read the firmware install splurb, all went smoothly.

uninstalled, reverted to previous downloadable version. Opened protools and it worked. UAD card stopped working. Fixed that and rebooted. Now when I open protools in the older version it's asking to update firmware just as with 2021.3. Tried updating, and just goes forever with no movement. Locked out of protools currently. Really strange that it worked and then after rebooting it asked to update firmware. Can't find the computer logic in that. Any suggestion would be greatly appreciated! Lots of due dates and sessions scheduled!

system is PC build (worked great prior to updating today) w10 pro. Burl b80 digilink. 1 HD digilink pci-e card. Previously had the HD omni and when I got the Burl I didn't update firmware or do anything installation wise, it just worked.

Seems to be something buggy with pci-e cards and maybe windows machines? I do know with multiple machines I've had my pci-e uad octo card periodically does not show up. The fix I discovered for this is to go into bios and turn off LAN on the mobo, reboot once with no LAN. It shows it working again, reboot into bios again, turn LAN back on, reboot, and it works again. Strange fix but leads me to think there is something between pci-e and onboard LAN? I'd like to try and update the firmware without internet enabled but it seems there is no way to do that? Just a theory for a potential fix here.
