Default Low Latency Mode Not Working?

I have low latency mode checked off and when I put it into record, plugins and busses are not being bypassed as they used too and you can hear the delay do to the H/W bufffer size.

I trashed the preferences.

Digi 003r, Im running 7.4 ptle and 10.4.11
