Sound Driver PT 6.9, issues with Safari and IE

I'm not getting any audio from Safari and IE through the Digi Hardware; and the sound through the built-in-audio is spotty at best. I'm able to get audio from iTunes just fine. Quick Time seems to be running slow though. Running PT 6.9, OS 10.3.9 and ProControl.

Has anyone run into this issue?
