Default FFmt.dll Error

I posted this in the ALP forum but got no response. I know this has been addressed here but I never found a solution.

Unable to open after update.
I am getting the message C:\\Program Files\Avid\Pro Tools\FFmt.dll could not be loaded. Please contact the software publisher for support using this software,

Error details:
Import DLL ACFPluginHost.cll cannot be loaded.

I just installed my yearly update (PT 12.7? I can't tell because it won't launch), I installed all the plugins and I get this message. There have been other people with this problem but I have not seen a solution that works for me. I am running Windows 7.

I searched for a solution and found a program that is supposed to fix this but norton said it is infected and deleted it.

I have attached the error messages I am getting.

Why is there no information or answers regarding this?
I once solved it (cant remember how now) but now after a win 10 update the problem is back.

Uninstall Pro Tools(include the HD Driver and prefs and database) and do a fresh install. Try right-clicking on the Setup file and choose Run as Administrator

FIXED!

Googled Windows media pack for win 10 pro N 1703 (1703 beeing the latest win update)

Installed and it works again.
