Default 2018.4 Seems Very Snappy Here

I'd been having a slight lagginess the last few updates (might have been since the upgrade to High Sierra)...? Like the mouse was struggling to keep up a bit... particularly using the Smart Tool, where it would sometimes struggle to determine which tool it ought to be.

All seems significantly snappier now on my (admittedly elderly) 2010 Westmere since installing PT 2018.4

Back to how it used to feel on PT10 some years back.

Nice one
