Default Pro Tools can't find 003R unless I restart PT

This has been going on for YEARS with me. I start PT 7, 8, 10 and the program complains that it can't find the 003R. I quit and restart the program and here it is.

Is there a fix for this glitch?

Thanks,

Ty Ford
