Default Folder tracks : can't drag and drop?

Am I doing something wrong? Just went to edit a portion and move it to a different spot and it won't let me...or is this most basic of functions not possible with folder tracks? (Duplicate and copy works.)

Yup. Grabber tool doesn't seem to work on closed folder tracks.
