It's a full version. You just have to download and install the factory content.

We must be talking about 2 different things. Tracktion has emailed me, we only get beta 1.x of BioTek, the "gift" from Avid. Beta 2.x cost money. If Avid is giving us the gift of the BioTek plugin, I would expect a full working version with all the updates.
